Unleashing America’s Offshore Critical Minerals and Resources

This executive order (14285) directs federal agencies to accelerate the responsible development of critical minerals and energy resources located in offshore seabed areas, including the U.S. Outer Continental Shelf and areas beyond national jurisdiction. It streamlines permitting for exploration and extraction, directs agencies to identify private sector opportunities, and aims to position American companies to compete globally for resources such as nickel, cobalt, copper, manganese, titanium, and rare earth elements. Because states have regulatory authority only over coastal waters within three nautical miles of their shore (except Texas and Florida’s Gulf coast, which extend to nine nautical miles), the areas targeted by this order are outside state jurisdiction.
