Enforcing Commonsense Rules of the Road for America's Truck Drivers

This order (14286) directs the Department of Transportation to enforce the longstanding English-language proficiency requirement for commercial truck drivers, codified through regulation, by rescinding 2016 guidance that discouraged enforcement of the rule. The order also calls for a review of state-issued non-domiciled commercial driver’s licenses (CDLs) to identify irregularities or fraud in how those licenses were granted. States issue CDLs under uniform standards established by Congress through the Commercial Motor Vehicle Safety Act of 1986. As long as the Department of Transportation conducts its review of non-domiciled licenses transparently and within the bounds of its statutory authority, federal oversight should be appropriate and consistent with the cooperative federalism structure governing commercial driver licensure.
