Achieving Efficiency Through State and Local Preparedness
This order requires modifications of pre-existing federal efforts to increase the resilience of American transportation, communication, manufacturing, and other infrastructure, as well as supply chains, against man-made and natural threats. It also states that the prior administration’s attempts to police speech it deemed “misinformation” has no place in resilience planning. The order explicitly adopts the position “that preparedness is most effectively owned and managed at the State, local, and even individual levels, supported by a competent, accessible, and efficient Federal Government,” and orders Homeland Security in particular to ensure state and local governments have greater access to federal officials and more information about federal resilience plans.
